ThinkChina.dk Policy Brief: Xi Jinping and the Latest Round of People’s Liberation Army (PLA) Reforms
In this policy brief, Professor You Ji, Department of Government at the University of Macao, details the major elements of the ongoing reform of the PLA and the central aspects of Xi's reform approach.
The Policy Brief argues that
- From a political perspective, the on-going PLA reform has accelerated the tempo of president Xi Jinping's power consolidation, centralization and personalization.
- However, power struggle at the top levels might break factional equilibrium and could weaken internal checks and balances against the top leader.
- The on-going reforms will enhance the combat readiness of the PLA through restructuring of the army based on the newest development of military science, military technologies and modes of combat engagement.
- However, a peacetime China that is persistent on emphasizing- and reorienting the armed forces towards war may not only eat into national resources, but also into the mentality of the Chinese people.
